Heat Pump Grant Devon: Claim Up to £9,000 Through the Boiler Upgrade Scheme
The heat pump grant in Devon is worth £7,500, or £9,000 if your home runs on oil or LPG, and the higher rate runs to 31 March 2027. Eco Pro Renewables applies for you and takes it off the invoice, so you never pay it and claim it back.
Excellent service throughout would recommend Eco pro renewables. Very competitive prices and excellent communication. 10/10

What is included
What’s included when Eco Pro claims your heat pump grant
Claiming the grant runs alongside the installation, as one process from start to finish.
The heat loss survey measures every room before anyone talks about numbers: wall construction, glazing, room use, and the fuel type that decides which grant rate applies. That survey sets the kilowatt figure, the radiator schedule and the flow temperature, and confirms whether your property sits on the standard £7,500 rate or the off-grid £9,000 rate.
Because Eco Pro is an MCS-certified installation company, we file the Boiler Upgrade Scheme application on your behalf and take it straight off the invoice. You never pay the grant upfront and claim it back, and you never fill in the paperwork yourself.
MCS covers more than the grant claim: it sets how a heat pump is sized, installed and commissioned, so the same certification stands behind the installation work James designs for your home.
One rule change matters more than most homeowners realise. Since 28 April 2026, a valid EPC is no longer a strict requirement to apply, and alternative evidence about the property can be used instead.
For the stone, cob and solid-wall homes common around Ottery St Mary and the villages west of Honiton, that removes a barrier: plenty of older Devon properties never had a current EPC standing between them and the grant.
We still size your system by measuring every room.
The rule change stops a paperwork technicality ruling out a good candidate before we’ve looked at the house.
Ofgem’s energy price cap applies to gas and electricity default tariffs. It has never covered heating oil or LPG, so a price spike at the tank lands on the household directly, with no ceiling and no warning built in.
The extra £1,500 in the Boiler Upgrade Scheme exists because off-grid households carry a cost exposure that mains gas customers don’t.
The South West already has the highest share of off-gas-grid homes of any English region, 24% of households against a much lower Great Britain average, and Devon sits well inside that pattern.
For a household checking the oil gauge before booking a delivery, or deciding whether to fill up before the price moves again, that’s who the higher rate exists for. A neighbour a few streets away on mains gas in Exeter still qualifies, at the standard £7,500 rate.
Two real deadlines land on the same date, 31 March 2027. The £9,000 rate for oil and LPG homes ends then, and heat pump installation reverts from 0% VAT to the reduced 5% rate the day after.

The schemeRuns to 2030
Neither is the scheme itself ending: the Boiler Upgrade Scheme now runs to 2030 under the rules that came into force in April 2026.
It’s specifically the off-grid uplift and the VAT relief that are time-limited, and both happen to expire together.
A free home assessment booked now leaves time for the heat loss survey and the installation to land inside both windows.
The grant lowers what you pay upfront. It doesn’t guarantee a specific saving on your bills every year, and anyone promising an exact figure is overselling it.
Nesta’s research on oil-heated households switching under the higher grant rate put the saving at over £650 a year for a medium-sized home, based on the energy price cap and oil prices at the time of that research.
Oil prices move and tariffs move, and that figure will narrow if oil gets cheaper.
Oil’s exposure doesn’t move: no price cap, a tank that needs watching, and a delivery that can turn up late in a cold snap.
Tank gauge
Late deliveries
Uncapped oil prices
For most of our Devon customers, that’s the return that matters: steadier running costs and one less thing to manage every winter, on top of whatever the pounds-and-pence saving turns out to be.
We currently cover 70 towns and villages, from Exmouth, Sidmouth and Budleigh Salterton out into Mid Devon, Teignbridge, Somerset and Dorset, and the grant works the same way in every one of them: assessed against your property. Closer to the Blackdown Hills side of the county, the same oil and LPG uplift applies to heat pump installs in Honiton as it does anywhere else on our patch.
Wherever you are on the map, the qualifying question is the same: what’s currently heating your home, and is it connected to the gas grid.
Out towards heat pump installs in Exeter, mains gas is more common through the city itself, but plenty of the outlying parishes and older streets still run on oil, and those properties qualify for the £9,000 rate the same as a village further out.
Why Devon homeowners choose Eco Pro for their heat pump grant install
Any installer can read you the grant figures. James will tell you whether your specific house will run well on a heat pump, and he’s still answering the phone two winters after your install.
James applies for your grant and runs your job himself.
You deal with him from the first visit through commissioning, handover and aftercare.
Once the grant is paid and the system is running, help still comes from James rather than salespeople or a call centre.
Your assessor also inspects other companies’ work.
NAPIT contracts James as a freelance MCS assessor, judging other installers’ heat pump jobs against the national standard, so the standard he designs to is the one he holds everyone else to as well.
Sizing comes from measurement.
Every wall and room gets recorded at the heat loss survey before a kilowatt figure or a grant tier gets confirmed.
Older and off-grid Devon properties get taken on.
Stone, cob and solid-wall homes that another installer has called unsuitable are the housing stock James designs for.
The grant comes off your invoice before you pay it.

Friendly, professional heat pump installation. It was a challenge, plumbing-wise and electrically, as the house is circa 1750, Eco Pro worked through and successfully completed a neat, functional system.

James and his team were excellent from start to finish. We wanted to replace our oil fired boiler with an Air Source Heat Pump. Other firms were very inflexible with location of the pump and associated equipment. James took time to understand our preferences and made it happen even in very tight spaces. Great to find a reliable and professional local Devon business. Thanks
Owner's reply Thanks so much, Paul! Where the heat pump and the rest of the kit end up is your call, so it was worth the extra head-scratching to make it work in those tight spots. Enjoy life without the oil boiler 😊

For our new house we were considering an Air Source Heat Pump and James did a great job of not only quoting for us to source all the materials and install the system but also educating us on the benefits and considerations of getting a heat pump compared to keeping a gas system and replacing our existing boiler.
No pressure to go either way but an honest assessment of what we should consider. We have an old house and we’re considering certain insulation upgrades as part of our renovation, which James was very patient in considering (and amending) with our heat pump plans, specs and what that meant for our radiator and underfloor heating requirements.
Overall, James has been thoroughly supportive, helpful, professional and patient in all conversations and dealings with us - including grant process and working closely with our builders on scheduling of the works. I could recommend James’ services enough and would choose him again for any future works. We got solar panels at the same time but through another firm and now understand James is looking to offer this service - I wish we had been able to engage James to do those works for us then too!
Owner's reply Thanks so much, Aletta! With the insulation upgrades changing what the house needed, it was worth reworking the specs and radiators a few times to get it right. Really glad the grant side and fitting around your builders went smoothly too 😊

We were doing a huge amount of work to our new house and an Air Source Heat Pump was something we wanted to consider to move away from gas - due to cost and the unstable prices.
We spoke to a number of providers and all made me very nervous about costs and work involved…our house was older and would need some changes to radiators etc, and some said I would need to reinstate the whole roof!?..….
Wasn’t feeling very positive.
EcoPro totally changed my feelings - they assessed the heat loss, explained all the things in detail and had a conversation about options and what we could change, what we could do to save some money or could we take a different approach…. It was a totally joint discussion to get the right solution which filled me with confidence….and they had all the answers. Not once was I told something was too difficult or timely!
I’ve since not really had to get involved with anything and it’s all just happened around me! Few decisions here and there but they’ve just taken care of it all.
Systems works great and I’m really pleased!

Can’t recommend Eco Pro enough. We’d been putting off replacing our old oil boiler for ages because we didn’t really understand what the alternatives were, but James took the time to sit down and explain it all properly, no pressure, just honest advice about what would actually work for our house near Crediton, Devon. You could tell he genuinely knew his stuff and wasn’t just trying to sell us the most expensive option. The heat pump install itself was spot on the lads were great and James followed up afterwards to make sure everything was running properly and set us up on an app to control everything. All certificates for warrenty etc came in a well organised “handover pack”. Super impressed !If you’re on the fence about switching to a heat pump, just give James a call you won’t regret it
Owner's reply Thanks so much, Conor! Honest advice with no pressure is exactly how we try to do things, so really glad it helped you make the switch from oil at your place near Crediton. Enjoy having everything on the app 😊

It’s great to have a company like this in Exeter. We recommend them to all our friends and family.

We were looking to replace our ageing gas heating system with something more efficient, and after speaking with James, we knew we’d found the right company. He took the time to understand our home, explained everything clearly, and recommended the right air source heat pump without any pressure.
From the very beginning, we were impressed by the detailed heat loss survey, It gave us confidence that the system was being designed specifically for our home in West Hill, Ottery St. Mary.
The installation team were professional, friendly, and tidy, and completed the work to an exceptionally high standard.
We’d happily recommend Eco Pro to anyone considering an air source heat pump. The whole experience was great, professional, and exceeded our expectations
Owner's reply Hi Gobu, thank you so much for taking the time to leave such a great and detailed review.
We really appreciate your recommendation, and we’re looking forward to installing an air source heat pump at one of your rental properties in Kilmington, Axminster this August.

Costs and the grant
How much is the heat pump grant worth in Devon
The Boiler Upgrade Scheme pays £7,500 towards an air-to-water heat pump on a home replacing a fossil-fuel or direct-electric heating system.
Standard rate£7,500Towards an air-to-water heat pump replacing a fossil-fuel or direct-electric system.
Off-grid rate£9,000For oil and LPG homes, available now until 31 March 2027.
0% VATOn heat pump installation until 31 March 2027, then the reduced rate of 5%.
If your Devon property is off the gas grid and currently heats on oil or LPG, the rate rises to £9,000.
That higher figure has applied since 21 July 2026 and is due to end on 31 March 2027, so it’s live today.
Because Eco Pro is an MCS-certified installation company, we apply for your grant. Once your heat loss survey confirms the system size and your fuel type puts you on the standard or the off-grid rate, we file the application ourselves and the grant comes straight off your invoice.
Neither figure is automatic. Your fuel type, ownership and the property itself all get checked before a number applies to your job. We confirm which tier you sit in during the free home assessment.
The kit we fit for a grant-eligible install, and why
Not every heat pump qualifies for the Boiler Upgrade Scheme.
Sized to the measured figure
Properly measured, most Devon properties land in the 4 to 10 kilowatt range, and James sizes the unit, whichever make it is, to that measured figure.
A cylinder that arrives pre-plumbed
He usually pairs it with a cylinder that arrives pre-plumbed, filter, diverter valve, cylinder stat and overheat cut-out already fitted, which is what lets a subcontractor team commission it reliably in a single day.
Controls
James sets the controls up as part of commissioning, with weather compensation where the system benefits from it.
Not tied to one make
Air-to-air units sit on their own lower £2,500 rate and cannot reach £9,000. We fit air-to-water only. James picks the unit for each property, Ideal often among them, and each one we fit is air-to-water by design, which is why it qualifies for the grant.
Need something outside that range? The heat loss survey shows it, and James adjusts both the kit and the design to match.
How it works, from free visit to installed heat pump
Four steps, and the first one is free.
1Free
Free home assessment
James visits, looks at your current heating and your property, and tells you honestly whether a heat pump is a good fit, with an estimate on the spot.
2
Heat loss survey and design
£250 plus VAT, waived in full if you go ahead with the install. This confirms your fuel type and off-grid status against the grant, alongside unit sizing, the radiator schedule and flow temperatures.
3
Grant application and installation
We file your Boiler Upgrade Scheme application and deduct it from your invoice before we’re on site, typically starting a Monday and commissioning by Thursday or Friday.
4
Handover and aftercare
After commissioning you call James directly, and your heat pump’s manufacturer warranty, from Ideal or another maker, is already registered.
★★★★★
“We had an excellent 10/10 experience with James and would highly recommend him. He went above and beyond to help update the heating system in our current housing project. Communication was outstanding throughout, he responded quickly and always provided clear explanations whenever we had questions.”
Your guarantees on a Devon heat pump grant install
✓
Every installation carries the IWA workmanship warranty and deposit insurance, plus the manufacturer’s own cover.
We put that cover on record with the manufacturer during the commissioning visit, and on an Ideal unit it means seven years of parts and labour.
We’re MCS certified, RECC and APHC members, signed up to the TSI Approved Code, NAPIT registered, and an Ideal Heating partner installer.
James is also a freelance NAPIT MCS assessor, auditing other installers’ heat pump work, so the standard he designs your system to is the same one he checks other companies against.
The owners doubted a heat pump could heat an older, larger property. A detailed design running at a low 47 degrees, with seven radiators upgraded and the rest kept, proved it could, comfortably.
West Hill · Ottery St Mary
The job three installers said could not be done
The owners wanted their hot water cylinder relocated to the garage. Three previous companies refused. We redesigned the pipework and did it, on a 311m² home with uninsulated floors.
Newton Abbot
A period home others had written off
We redesigned and re-piped the entire heating system for low-temperature running, and added radiators to rooms that never had them. “Too old” is usually a design problem, not a dead end.
We install across East Devon, including Exmouth, Budleigh Salterton, Sidmouth, Ottery St Mary, Woodbury, Lympstone, Newton Poppleford, West Hill and Honiton.
Featured case study
Street, Somerset: three installers, three different answers. We designed it correctly.
By the time the owner of this Somerset property called Eco Pro, they had already sat through visits from three heating companies, two of them national names, and come away with contradictory advice. One installer proposed a 16 kilowatt heat pump. Another said the house couldn’t take a heat pump at all.
A room-by-room heat loss survey settled it. The property was a good fit, and its real heat loss sat well under 16 kilowatts. James replaced the oil boiler with an Ideal Logic Air, the unit he chose for this house, sized to the survey, and applied the Boiler Upgrade Scheme grant that was in force at the time, £7,500, deducted before the invoice was raised.
Homeowners in England and Wales replacing a fossil-fuel or direct-electric heating system with an eligible heat pump, installed by an MCS-certified company. Devon homes on oil or LPG get the higher £9,000 rate; everyone else eligible gets £7,500. We confirm which rate applies at your free assessment.
Yes, if you own the property and you’re replacing oil, LPG or another qualifying fossil-fuel system. Eco Pro Renewables applies for the Boiler Upgrade Scheme on your behalf and deducts it from your invoice.
You don’t apply yourself. Once your heat loss survey confirms the system and your fuel type, we submit the application as your MCS-certified installer, and the grant comes off your invoice before it’s raised.
It’s installer-led: your MCS-certified installer applies, the amount is confirmed against your property and fuel type, and it’s subtracted from your invoice.
No, not since 28 April 2026. A valid EPC used to be required; alternative evidence about the property is accepted instead now, which matters for older Devon homes that never had a recent EPC done.
Oil, LPG or another qualifying fossil-fuel or direct-electric system, replaced with an air-to-water heat pump. If your home is already on mains gas, you can still apply, at the standard £7,500 rate rather than the £9,000 off-grid rate.
The higher rate is specifically for off-grid properties on oil or LPG. Mains gas homes replacing their boiler with a heat pump still qualify for the standard £7,500.
Tell us what’s currently heating your home and roughly where in Devon you are, and we can usually tell you which grant rate applies before we’ve even visited. James calls you back personally.

We had Eco Pro Renewables fit a heat source pump at our house in Windsor Square and they were amazing. All the workmen were polite and respectful and cleaned up after themselves. Good communication throughout, answering our questions and working to suit us. Couldn't recommend them any higher, and the system has worked trouble free ever since.
Owner's reply Thanks so much, John! The team always aim to leave a place as tidy as they found it, so glad that came through at Windsor Square. Brilliant that it's run trouble free ever since 😊

Excellent service for our ground source heat pumps. They always respond if a problem arises or for the annual check over.
Owner's reply Thanks, John! Really glad the annual check overs and quick responses have kept your ground source system running well, that ongoing aftercare is a big part of what we do 😊

Honestly the best company to work with. Great communication throughout from James, and nothing ever felt like too much trouble. Attention to detail was 10/10.
We love our air source heat pump! At first, we didn’t have anywhere suitable for it at the back of the house, so we agreed to have it at the front but it looks so neat and we’re really happy with everything. It’s super efficient and almost silent too.
It’s great to have a company like this in Exeter. We recommend them to all our friends and family.
Owner's reply Thanks so much, Jade! Really pleased it's running so quietly and efficiently for you. And thanks for recommending us around Exeter, that genuinely means a lot 😊

See you soon! 😊

We had an excellent 10/10 experience with James and would highly recommend him.
He went above and beyond to help update the heating system in our current housing project. Communication was outstanding throughout, he responded quickly and always provided clear explanations whenever we had questions.
James also supported us in organising additional tradespeople whenever needed, making the whole process smooth and stress-free.
The house is finally warm, comfortable, and looking much more modern.
Thank you, James 😊
P.s We'll give you a break now before the next project 😛
Owner's reply Ah that’s great to hear! Thanks so much for the kind words!
I’m really glad we got everything sorted for you. Hearing that makes it all worth it 🙌
You know where I am when the next project starts 😄
Thanks again 😊

The heat pump is almost silent, which was something we were worried about, and the results have been fantastic. We’re lovely and warm and always have plenty of hot water. Great work 👍

We were very pleased with the installation of our 22 kW heat pump.
Despite parts of the farmhouse being 13th century the system is performing extremely well and keeps the house constantly warm throughout. The installation was carried out professionally with great attention to detail and a high standard of workmanship.
The same company have also installed heat pump systems across our rental properties, All completed efficiently and to an excellent standard.
We are very happy with the service and would highly recommend this company.
Owner's reply Thanks, Barbara! It’s been a pleasure working with you, and we really appreciate your recommendation.

James Stalker is the most reliable man I know. He always arrives on time with a smile on his face. His work for us over a period of 8 or so years has been exemplary — his recommendations have all been positive and have worked in our favour.
I have absolutely no hesitation in recommending him to work on your behalf.
Many thanks — Stephen Moore — Hampshire
